Season with the garlic powder, onion powder, oregano, cumin, chili powder, paprika, cayenne, black pepper and salt; break the meat down and cook about seven minutes.
Taste for salt, reduce the heat to medium and push the meat to the side so the grease pools in the middle.

  • 2 tbsp flour
Mix the flour into the grease and then through the meat to thicken it.
  • 2 oz cream cheese
  • ¼ cup sour cream

Push the meat aside again, melt the cream cheese in, then stir in the sour cream, salsa and cheese.
Turn off the heat and let the meat cool while the dough is made.

  • 12 tbsp cold butter
Mix the flour, baking powder, salt and sugar by hand, then crumble in the cold butter.

Add the cold water and mix until the flour is completely hydrated and sticky, adding a little more water slowly if needed.
Knead three to five minutes, until it no longer sticks to your hand, then wrap in plastic and let it sit.
Preheat the oven to 450F.
Divide the dough into 10 to 12 even pieces, 86 grams each, roll them and keep them covered.
